The Chaves County Administrative Center, #1 St. Mary’s Place, Roswell, New Mexico 88203, is located on the property where the old St. Mary’s Hospital once stood. The street was named St. Mary’s Place to memorialize the site of St. Mary’s Hospital, the first hospital built in Roswell. The hospital was built in 1906 and run by the Sister’s of the Sorrowful Mother.
The Chaves County Board of Commissioners named the Administrative Center building after Congressman Joseph R. Skeen in appreciation for his dedication, support and accomplishments benefiting the citizens of Chaves County.
The groundbreaking ceremony for the $6,908,061.00, 70,539 square foot one story building, which sits on 10.267 acres, was held on October 25, 2000. All exterior windows are double-panel, insulated glass and are tinted green. A stainless steel Chaves County emblem is imbedded in the middle of the rotunda and is surrounded by porcelain tile. The dome frame is made of steel and is covered with metal roofing. The inside of the dome is lined with reinforced gypsum. The placement of the dome took place on Wednesday, November 21, 2001. A grand opening ceremony was held on Friday, February 22, 2002.
Architects for the Chaves County Administrative Center were Design Collaborative Southwest Architects (DCSW) of Albuquerque, New Mexico. Luther Construction of Albuquerque, New Mexico provided construction services. Quality control and engineering services were provided by Quality Control Engineering, Inc. of Roswell, New Mexico.
A Veteran’s Memorial was built in front of the Administrative Center to honor the veterans who were killed or were missing in action during World War I, World War II, Korea and Vietnam.
The Blue Star Memorial was placed at the Administrative Center to honor all men and women who served in the armed services during World War II. The memorial was donated by Carlos and Alicia Berroteran and Murray Sharp.
