Inmate Correspondence
Inmates are not permitted to send or receive mail from other inmates confined in this or other facilities. Packages addressed to inmates and delivered to the Detention Center by the Post Office, UPS, or other delivery service will not be accepted.
Pornographic and sexually explicit publications and photos are not allowed into the facility. Publications or pictures that encourage or show containers of alcohol or drug use are prohibited. Publications explaining/depicting the use of weapons and/or explosive devices are prohibited.
Un-returnable mail (due to missing or incomplete return address) will be destroyed.
Envelopes that contain any type of drawings, stickers, additional writing (SWAK, XOXO, write back soon) or other writing that is not part of the sender's name and address or the detainee's address will be returned.
Oversized greeting card envelopes and packages will be returned. Envelopes soaked with cologne or perfume will be returned. Envelopes that have any type of make-up or lipstick will be returned. Gang-related publications, symbols or drawings are prohibited.
Mail containing money orders, cash, stamps, blank envelopes or checks will be returned. Money orders and cashier checks can be mailed to Inmates' accounts by addressing the envelope as follows:

Money can be deposited in an inmate’s account by sending it in the mail, depositing it (cash or credit card) in the lobby kiosk at the Adult Detention Center, or by vising www.offenderconnect.com. The inmate can use this money to purchase commissary or telephone time.
Billing arrangements for family and associates or questions regarding call restrictions and balance information can be addressed by calling 814-949-3303 7 a.m. – 6 p.m. Eastern Standard time, Monday – Friday.
An inmate voice mail service is now available. Leave a message for your loved one by calling 575-627-5348. You must know the inmate ID number to leave a message. All messages are screened before they are available for retrieval on the voice mail system. There is no cost for you to leave a message for an inmate; however the inmate will pay a fee to retrieve the message.
